 According to the caption for this video they take a patrol car, load it up with plenty of boom boom dust, and blow it up all for training purposes. I've seen documentaries on things like this before. The bomb squad forensic experts in training get to blow things up and then they have to sift through the rubble in order to find the clues on the makeup of the bomb etc. Apparently, it looks like in this video they chose to blow up an old (or wrecked) patrol car and I must say there really isn't much of it left after it blows up. The patrol are rips open like a melon.
