 Poor bastard. This guy is at the front of a bike race about 75 feet from the finish line. He puts his arms up in a "Look ma no hands!" moment for the crowd and at this point his bike tips over and he crashs. The guy coming along behind him passes him up and heads for the finish line. The first guy tries to get up and make first place again but he can't do it. The second guy also puts up his hands in a "Look ma no hands!" moment but unlike the first guy he doesn't crash. It would have been better if the second guy crashed too for not learning from the first guy's mistake and the first guy won instead.
